DOMINIC ONGWEN BIOGRAPHY



Date of birth: Unknown, but estimated to be in his early 30s
Place of birth: Lamogi, sub-county, Gulu district in Uganda
ICC Charges: Three counts for crimes against humanity and four 
counts for war crimes, including cruel treatment of civilians, murder, 
and pillaging.
 

As the former head of the Sinia brigade, one of the four LRA brigades, 
Ongwen is also a member of the LRA’s "Control Altar."
 In 2007, he was promoted to director of operations, the third-highest position in the LRA’s command structure. 
Ongwen—believed to be around 32—is the youngest person ever to be charged for crimes 
against humanity by the ICC. Before he was abducted by the LRA in the late 1980s at the age of 
10, Ongwen was an illiterate orphan who worked on a farm. 
At Kony’s orders and as a brigade commander, Ongwen executed the LRA’s offensives during its 2002-2003 incursions into Lira and Teso districts in northern Uganda. During these large-scale attacks, the LRA clashed with the Ugandan military on multiple occasions. In this campaign, an estimated 2,200 people were murdered and 3,000 abducted. The campaign also resulted in the deaths of many LRA commanders, but Ongwen gained the reputation of being able to emerge from the bloodiest of battles with the majority of his fighters alive.
Ongwen remains at-large in northeastern Congo.

Some of the countries affected by the brigade of Dominic Ongwen ; South Sudan, Central Africa Republic, Uganda and Democratic Republic of Congo. The International Crisis Group (ICG) confirmed that, in order to get rid of the LRA, all the countries affected by the rebels must support the US and African Union initiatives. The most affected countries are Congo and Uganda.

Dominic Ongwen is the third in command of the group LRA. Is the youngest person ever to be charged for crimes against humanity by the ICC. This criminal has to be arrested because he commited many crimes in Africa and is a person very dangerous who wants to harm his country to get what he wants. He do this by killing people, kidnapping people for their army or he kidnapped girls for abbusing of them. This is a criminal that can´t be free because it is one of the worst criminals of the world that is making a very bad injury in many countrys of Africa, and the only thing that he is leaving is more poor people in this country, doing this horrible acts. This acts can´t not be tolerated by the people in Africa so this criminal must be arrested as soon as possible because he is leaving many killings in the black country.

CRIMES THAT DOMINOC ONGWEN COMMITED

CRIMES:

1. As the head of one of the four LRA brigades, is a member of the LRA´s "Control Altar", the group of LRA leaders responsible for devising  and implementing LRA strategy, including standing orders to attack and beutalize civilians.

2.At Kony`s order, executed the LRA´s military offensives in 2002 and 2003 in several districts in Northern Uganda. Earned the reputation of being able to emerge from the blodiest of battles with few casualities among his fighters during large-scales attack, which resulted in the deaths of many LRA commanders.


3.Three counts of crimes against humanity (murder - article 7(1)(a); 
enslavement - article 7(1)(c); inhumane acts of inflicting serious bodily injury and suffering - article 7(1)(k))

4. Four counts of war crimes (murder - article 8(2)(c)(i)); cruel treatment of civilians – article 8(2)(c)(i); intentionally directing an attack against a civilian population – article 8(2)(e)(i); pillaging - article 8(2)(e)(v)).

ITURI PROVINCE
 

The Ituri Interim Administration is an interim body that administers the Ituri region of the Democratic Republic of Congo. It was established in 2003 by the Ituri Pacification Commission and supported by the UN mission in the DRC. The current Ituri Interim Administration was formed through the efforts of the Ituri Passification Commision, a commission sponsored by the United Nations Organization Mission in Democratic Republic of the Congo that was set up, after much initial delay, in 2003 after the pull-out of Ugandan troops from the district. It led to the creation of the Ituri Interim assembly, which elected an administrator and an assembly chairperson; the current assembly chairperson is Petronille Vaweka, who is also the sole deputy for the district to the National Assenbly in Kinshasa.

South Sudan ( or ), officially the Republic of South Sudan, is a landlocked country in East Africa. Its capital and largest city is Juba. South Sudan is bordered by Ethiopia to the east; Kenya to the southeast; Uganda to the south; the Democratic Republic of the Congo to the southwest; the Central African Republic to the west; and Sudan to the north. South Sudan includes the vast swamp region of the Sudd formed by the White Nile, locally called the ''Bahr al Jabal''.

The Republic of Uganda ( or ) is a landlocked country in East Africa. It is bordered on the east by Kenya, on the north by Sudan, on the west by the Democratic Republic of the Congo, on the southwest by Rwanda, and on the south by Tanzania. The southern part of the country includes a substantial portion of Lake Victoria, which is also bordered by Kenya and Tanzania.

DOMINIC ONGWEN AND THE IRREGULAR GROUP
 
Dominic Ongwen, is a wanted man with the blood of many people on his hands. Many people spent years investigating the horrors perpetrated by the LRA in central Africa,  Uganda, Congo , and South Sudan. They  gathered evidence at massacre sites, wooden clubs covered in dried blood, rubber strips from bicycle tires used to tie up the victims, and freshly dug graves and spoke to hundreds of boys and girls forced to fight for his army or held captive as sex slaves. Its forces, currently thought to number 150-300 fighters plus hundreds of captive civilians, left Uganda in 2005 and now operate in remote areas of Congo, South Sudan and the CAR, leaving a trail of death and destruction among all those in its path. 

KONY AND ONGWEN
 
Last week an American filmmaker's 29-minute documentary about a campaign to bring a Ugandan warlord to justice stopped the planet. Jason Russell's provocative and divisive KONY 2012 captured global attention, sparking a viral social media movement and attracting the eyes and ears of media outlets everywhere. At time of writing, the film that aims to make Joseph Kony and Dominic Ongwen famous, has drawn 72.9 million views on YouTube and 16.3 million on Vimeo. So essentially the world now knows all about Kony and Ongwen, the outlawed leaders of the Lord's Resistance Army, a guerilla group responsible for the abduction, enslavement and rape of tens of thousands of children. Dominic one of the first  men indicted by the ICC and the other nine names on this list round out the first 10 targets of the Hague-based justice body.

THE INVISIBLE CHILDREN
 
Dominic Ongwen is a war criminal, but the Ugandan government currently in power also came to power through the use of kadogo (child soldiers) and fought alongside militias employing child soldiers in the Democratic Republic of Congo, something that Invisible Children seem wilfully ignorant of. This movement, directed by Alice Auma, an Acholi who claimed to be acting on guidance from the spirit Lakwena, brought a mystical belief in their own invincibility that the soldiers of the Kampala-based government at first found terrifying: Holy Spirit Movement devotees walked headlong into blazing gunfire singing songs and holding stones they believed would turn into grenades. The movement succeeded in reaching Jinja, just 80 km from the capital Kampala, before being decimated by Museveni's forces.Out of this slaughter was born the Lord's Resistance Army (LRA), led by Joseph Kony, a distant relative of Alice Auma. Kony added an additional element of targeting civilian Acholi to his schismatic blend of Christianity, frequently kidnapping children and adolescents to serve in his rebel movement. The Museveni government responded by viewing all Acholi as potential collaborators, rounding them up into camps euphemistically called "protected villages", where they were vulnerable to disease and social ills, and had few ways to carry on their traditional farming. In October 2011, U.S. President Barack Obama announced that he was sending 100 Special Forces soldiers to help the Ugandans hunt down Kony and Dominic Ongwen. By the end of the year, the Ugandan army confirmed that the troops had moved along with the Ugandan army to Obo in the Central African Republic and Nzara in South Sudan.
